Jacob Barnes, MS, MBA

Jacob J. Barnes, III, MS, MBAManager, Operations – Institute for Urban Care

As the manager of Operations at the Institute for Urban Care (IUC), Jacob leads multiple programs, including current grants and initiatives within the health system and the community. He joined Capital Health in 2023 as the program coordinator for Community and Urban Health. In this role, Jacob oversaw the Integrated Opioid Treatment and Substance Exposed Infants (IOT-SEI) grant—commonly referred to as For My Baby and Me (FMBAM)—as well as maternal-child health initiatives. FMBAM is a collaborative, evidence-based opioid addiction treatment program for pregnant individuals involving the Capital Health (lead), Catholic Charities, HomeFront, the Rescue Mission of Trenton, and the Trenton Health Team. Jacob led this specialized, integrated opioid treatment program to provide a comprehensive range of services to opioid-dependent pregnant individuals and their infants, utilizing a holistic approach that empowers parents to overcome addiction and strengthens their bonds with their children. He also supervised the hospital’s food pantry program, which focuses on addressing food insecurity in the city of Trenton. Jacob works with other maternal health champions to organize the Capital Health Community Baby Shower, which is hosted twice a year (spring and fall). This initiative provides birthing education, support, and essential supplies to pregnant individuals and new mothers in Trenton.

With more than 25 years of experience in health care administration, finance, organizational leadership, grant administration and management, case management, and program planning and coordination, Jacob is a proven leader in non-profit business management and population health program design, implementation, and monitoring. Before joining Capital Health, he served as the assistant director for Community Residences at Woods System of Care's Neuro-Rehab program—Beechwood Neuro-Rehab in Langhorne, Pennsylvania.

Jacob holds a Master of Science degree in Non-Profit Leadership and Population Health Management from the Philadelphia College of Osteopathic Medicine (PCOM), a Master of Business Administration degree from Strayer University, and a Bachelor of Business Administration degree in Accounting and Management from the African Methodist Episcopal University. He has also earned several professional certificates, including an advanced diploma in IT Project Management from the APTECH Institute in India, a certificate in Case Management from Rutgers University in New Jersey, and a certificate in Personal Care Home Administration from Penn State University in Pennsylvania. Jacob is a member of the Golden Key International Honor Society and Psi Chi, recognizing his academic excellence and professionalism.
